According to Ukrainian President Volodymyr Zelensky, the system is not meant to replace current assets but rather to augment them, creating a reinforced protective layer across Europe. Zelensky emphasized a modular, "Lego-like" cooperation model for the project, which integrates the specialized technical expertise of various European defense firms. The coalition expects the system to be operational within 12 months, with production capabilities shared among all participating member states.

The announcement took place during the 16th meeting of the "Coalition of the Willing," a group led by the UK and France since 2025 to coordinate support for Ukraine. During the summit, Zelensky argued that enhancing Ukraine's ability to intercept ballistic missiles would fundamentally alter the dynamics of the war. He suggested that by neutralizing Russia's missile capabilities—which he described as the Kremlin's "final trump card"—President Vladimir Putin would be more inclined to enter peace negotiations.

Industrial cooperation is a primary driver of the coalition. High-profile defense contractors attended the event, including the SAMP-T manufacturer Eurosam, as well as Leonardo from Italy, Thales from France, Saab from Sweden, and Ukraine's own Fire Point. German Chancellor Merz noted that this partnership would foster tighter integration within the European defense industry, encouraging mutual learning and technological synergy.

Furthering the commitment to Ukrainian security, French President Emmanuel Macron revealed that Ukraine has already ordered the latest generation of European SAMP-T air defense systems. France has also granted authorization for Ukraine to produce interceptor missiles, precision-guided munitions, and the Storm Shadow (SCALP) long-range cruise missiles, the latter being a joint Anglo-French venture. Additionally, Ukraine is slated to receive 16 Rafale fighter jets between 2028 and 2029. Macron framed these efforts as a necessary response to the most severe threats Europe has faced in decades, asserting that while peace remains the ultimate objective, the West must be prepared to defend its values and security, even at a high cost.

While British Prime Minister Keir Starmer stressed the urgency of intensifying efforts to conclude a war that has persisted for over four years, the reaction from Moscow remained cold. The Kremlin stated it is closely monitoring the proceedings of the Coalition of the Willing, explicitly labeling the participating nations as "hostile."

Adding a sense of urgency to these diplomatic developments, reports emerged of a Russian strike on a civilian vessel near the port city of Odesa. Footage showed the ship engulfed in flames, serving as a stark reminder of the ongoing volatility in the Black Sea region and the immediate need for the expanded air defense capabilities discussed in Paris.
