A notable example is the $400 million conditional loan provided to Sunrise Energy Metals in Australia. This investment supports the creation of the world's first primary scandium mine in Fifield, New South Wales. Scandium is a critical component for high-performance aerospace and defense equipment, including ballistic missiles, fighter jets, and infrared sensors. To secure the output, Sunrise Energy Metals has already entered into an agreement to sell 25% of its production over the first five years to Lockheed Martin, a move intended to create a reliable Western alternative to Chinese scandium, which has historically been a byproduct of other mining operations.

The U.S. experienced the volatility of the supply chain firsthand during previous trade disputes when China restricted the export of minerals used for defense purposes. Furthermore, the escalation of conflicts in the Middle East has intensified the need to replenish weapon stockpiles quickly, making a secure, independent supply of critical minerals an immediate priority for the White House.
Recognizing that financial capital alone is insufficient, the Trump administration is also tackling a systemic crisis in human capital. The U.S. mining industry is currently plagued by an aging workforce and a severe shortage of geologists, metallurgists, and mining engineers. To combat this, the Department of Energy has pledged $100 million to revitalize mining education, with the goal of doubling the number of graduates in mining-related fields within two years.
