According to a presidential proclamation issued under Section 232 of the Trade Expansion Act of 1962, the administration is treating the reliance on foreign polysilicon as a matter of national security and economic resilience. By invoking this specific legislation, the U.S. aims to prevent the hollowing out of its industrial base in the semiconductor and solar energy sectors.
