German Chancellor Friedrich Merz Calls for Strategic Trade Expansion and Economic Resilience in Indo-Pacific

### A New Blueprint for Indo-Pacific Trade
In a significant diplomatic move to solidify Europe's presence in Asia, German Chancellor Friedrich Merz has called for the establishment of expansive regional free trade agreements to mitigate the volatility caused by escalating geopolitical tensions. Speaking on Tuesday at the 49th Singapore Lecture, hosted by the S. Rajaratnam School of International Studies (RSIS), Chancellor Merz delivered a comprehensive address titled "Germany and the Indo-Pacific: Partnership, Competitiveness, and Resilience in a Changing World."
The center-piece of Merz's economic vision is the urgent need to dismantle trade barriers and secure supply chains. He specifically urged the European Union to expedite negotiations for a comprehensive free trade agreement with the Association of Southeast Asian Nations (ASEAN). With the 50th anniversary of EU-ASEAN dialogue relations approaching next year, Merz suggested that this milestone serves as the ideal catalyst for both blocs to finalize a landmark trade deal. While he expressed strong support for a bloc-to-bloc agreement, he remained pragmatic, noting that if a comprehensive deal proves elusive in the short term, the EU should prioritize bilateral agreements with ASEAN member states that are ready to move forward.
### Strengthening Global Trade Architecture
Beyond ASEAN, Chancellor Merz advocated for the EU to seek a large-scale cross-regional agreement with the members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). He argued that such a move is not merely an economic preference but a necessity given the reality of deeply integrated global production and supply chains.
According to Merz, the combined trade volume of the EU and CPTPP members accounts for more than one-third of global trade. By synchronizing their standards and policies, these entities could create a formidable front against unfair trade practices and violations of free-market principles, thereby ensuring a more predictable and equitable trading environment for all participants.
### Technological Sovereignty and AI Collaboration
Turning to the frontier of innovation, the German leader identified humanoid robotics and frontier Artificial Intelligence (AI) as the primary pillars for future cooperation. Merz candidly acknowledged Europe's current vulnerability, noting a heavy reliance on American technology firms for critical AI infrastructure.
To bridge this technological gap, he proposed a strategic alliance with the technological powerhouses of Asia—specifically Singapore, Japan, and South Korea. By leveraging the combined knowledge and technical expertise of these nations, Merz believes Europe can accelerate its development cycles and achieve a level of competitiveness comparable to that of the United States, ensuring that the digital future is not dominated by a single superpower.
### Navigating the Relationship with China
One of the most critical aspects of the Chancellor's speech was his clarification of Germany's stance toward Beijing. Merz explicitly rejected the notion of 'de-coupling,' describing it as a strategic error that would compromise both security and prosperity. Instead, he championed the concept of 'de-risking' and diversification.
This approach focuses on identifying and reducing unhealthy, one-sided dependencies in critical areas such as raw materials, advanced technology, and essential supply chains. Merz clarified that this policy of diversification is a universal strategic requirement and not exclusively targeted at China. However, he remained firm on the issue of fair competition, stating that corrective measures must be taken if systemic overcapacity, export restrictions, or market access barriers distort the global playing field. He highlighted that Germany and France have already proposed initiatives within the European Council to protect European economic interests from unfair competition.
### Global Security and the Ukraine Conflict
Addressing the ongoing war in Ukraine, Chancellor Merz called upon China to utilize its significant influence over Moscow to facilitate a just and lasting peace. He noted that the fate of Ukraine is being watched closely by the international community, particularly in Asia.
Merz issued a stern warning against any peace settlement negotiated by the United States, Russia, or China that bypasses the Ukrainian government, labeling such a scenario as "absolutely unacceptable." He emphasized that Europe must be an integral part of any negotiations, as the security guarantees required after a ceasefire cannot be established without European involvement.
### Regional Synergy and Future Outlook
Closing the event, Singapore's Minister for Digital Development and Information, Josephine Teo, highlighted Germany's indispensable role in the region. She pointed out that Germany is one of ASEAN's most vital trading partners and the largest exporter of goods to Southeast Asia. Minister Teo noted that Germany's prowess in precision engineering and advanced manufacturing makes it an ideal partner for ASEAN nations seeking growth in 'Deep-tech,' Physical AI, and Industrial AI.
This visit marks Chancellor Merz's first trip to Singapore since assuming office last May. Following his stay in the city-state, he is scheduled to continue his regional tour with visits to Japan and South Korea, signaling Germany's long-term commitment to the stability and prosperity of the Indo-Pacific.
